The process measures the average difference between two segments of voltage generated by the UUT using a digitizing voltmeter. This is typically used in square wave measurement where you want to know the difference between the top of the square wave and the base of the square wave.
Using the trigger point the meter will measure the average voltage starting from the RefDelay to the end of the measurement width as the reference voltage. Then measure from the average voltage from the MeasDely to the end of the measurement width as the measured voltage. Then report back the delta voltage of measured voltage – the reference voltage.
